Like many Californians, she's struggled to pay for the medications she needs to stay healthy because she is currently unemployed and living on a fixed income. Help may be on the way. If voters approve Proposition 79 on Nov. 8, Rozen and millions of other Californians will qualify for a new prescriptiondrug discount program that will cut their bills by 50 percent or more.
Rozen survived a bout of lymphoma 22 years ago, but the radiation treatment she underwent scarred her lungs. She uses four different inhalers because her lung capacity is poor. Unfortunately, the inhalers she needs to help her breathe comfortably are very expensive and Rozen found it difficult to buy them at an affordable price.
Finally, she resorted to buying her medication online from Canadian pharmacies at significantly lower prices. Atrovent, one of the inhalers she uses, goes for about $190 for a twomonth supply from her healthcare provider. But if she buys them from Canada, she gets a threemonth supply for $150. Another, Serevent, costs $100 each, or she can get three from Canada for $188.
Americans pay more for prescription drugs than consumers in most wealthy nations, in part because those governments negotiate discounts from the drug industry on behalf of their citizens. California does something similar through
Prop. 79 builds on this success, using the same mechanism to negotiate these discounts for most of the estimated 10 million Californians who now pay outofpocket for prescription drugs. This includes both uninsured and underinsured Californians under 400 percent of the federal poverty level ($38,000 for an individual, $77,000 for a family of four),[url=http://www.floware.fr]michael kors pas cher[/url], but also Californians with highdeductible health insurance plans, seniors who have gaps in their Medicare Part D drug coverage, and those with chronic conditions whose healthcare costs exceed 5 percent of their income.
Under Prop. 79, MediCal patients will continue to get access to all medically necessary drugs just as they do now. MediCal rules currently ensure that patients have at least one effective drug available on the preferred list for every ailment.
The big drug companies have raised $80 million to fight Prop. 79 because the initiative would enable the state to enforce significant drugprice discounts. The drug industry would rather keep discounts voluntary, which is why they are bankrolling Proposition 78. Prop. 78 promises discounts, but fails to give the state any power to make sure drug companies actually provide them. That is because Prop. 78 is completely optional for drug companies.
The last time California tried this voluntary approach was in 2001 under the Golden Bear State Pharmacy program. More than 500 drug manufacturers were invited to participate, but they didn't exactly rush to volunteer. Only 14 drug companies offered to provide discounts and ultimately, Gov. ended the program.
Under Prop. 78, no drug company would be required to provide discounts and the program could end at any time if too few manufacturers voluntarily lower their prices. Even if the voluntary program under Prop. 78 worked, only about half as many people would be eligible for discounts under Prop. 78 compared to Prop. 79.
Over 150 organizations, including AARP California, Consumers Union, the of California, AIDS Healthcare Foundation and Breast Cancer Action have endorsed Prop. 79. These organizations support Prop. 79 because it gives the state the power to enforce deep discounts for more Californians in need. Kim Won-ki, 20, a sophomore at Korea Nazarene University who suffers from cerebral palsy, has a new dream: to study at Gallaudet University in Washington D.C. the world��s only college for the hearing impaired. Early this month, Kim was part of a group of disabled young people who visited the United States as part of the cultural program sponsored by the Korean Society for Rehabilitation of Persons with Disabilities. His visit to that university led to his discovery of a new path in life.
The program, called the ��Dream Team,[link widoczny dla zalogowanych],�� is in its fourth year and offers disabled students a chance to experience the status of welfare and rights enjoyed by others like them in six countries around the world including the U.S.,[link widoczny dla zalogowanych], Germany and Australia. A university official said no disabled student will feel disabled once they are in the school, and 86 percent of Gallaudet graduates find jobs.
